CEDRI Update-Engine Reporting Changes

The new NSPS and NESHAP engine reporting requirements have been active for a month!

On the federal level, emissions from engines are regulated by 40CFR 60 IIII, 40CFR60 JJJJ, and 40CFR63 ZZZZ. Each rule requires engines of certain size classes, fuel types, or ignition types to comply with emissions standards.

What changed?

The text of each subpart was amended in 2024 to include (among other things) provisions to require the use of the EPA’s Electronic Reporting Tool (ERT) and CEDRI to certain reports to the EPA. The following reports must now also be submitted through CEDRI.

  • 40CFR60 IIII – Annual non-emergency use report for emergency CI engines.
  • 40CFR60 JJJJ – Annual non-emergency use report for emergency IC engines.
  • 40CFR60 JJJJ – Notification of construction of uncertified engines ≥500 hp
  • 40CFR63 ZZZZ – Relative Accuracy Test Audit (RATA) Results reporting
  • 40CFR63 ZZZZ – Notification of RICE startup
  • 40CFR63 ZZZZ – Initial compliance demonstration Notification of Compliance Status
  • 40CFR63 ZZZZ –Annual non-emergency use report for emergency RICE engines.
  • Reports for performance tests, as required by the applicable subpart

What are the ERT and CEDRI?

The ERT (Electronic Reporting Tool) is a Microsoft Access based reporting tool designed to organize emissions test data into a standard file. Standardizing the data entry allows for uniform reporting structure that can be used for thousands of sources. The file generated in the tool can be submitted to the EPA via CEDRI.

CEDRI (Compliance and Emissions Data Reporting Interface) is the submission portal for certain PDF or ERT reports. Four types of reports are supported.

  1. Performance test reports
  2. Notification reports
  3. Periodic reports
  4. Information collection requests (ICR)

When?

The submission of these reports via CEDRI was required as of February 26, 2025. The EPA does acknowledge that not all report templates maybe available for use by this deadline. The deadline has been extended for certain reporting types, up to one year. Performance tests for which ERT templates are not available may still be submitted through CEDRI.

Why?

Changes were made to the rules in addition to the new reporting requirements. Specifically, the changes to reporting requirements were to streamline reporting for facilities and enhanced data collection for the EPA. In addition, the EPA has estimated reduced costs associated with both items.
